In late 2015 Hjaltland Housing Association Limited sought to appoint a consultant with extensive experience in both housing and wider regeneration, to develop a Masterplan in the North Staneyhill area of Lerwick, Shetland.
Iglu were part of the successful team, invited by local Shetland architects, Malcolmson Architects, to masterplan the new mixed-use development.
The Masterplan was to provide a deliverable ‘route map’ that would guide future investment and achieve a mixed tenure development to make North Staneyhill and the wider community a vibrant, safe, and desirable place to live.



Extensive consultation with the local community and wider stakeholders, including Architecture + Design Scotland, was at the heart of the design development process, before, during and after the masterplan was realised.
Hjaltland Housing Association purchased the North Staneyhill site in March 2015 with Planning Permission in Principle. The site was to be developed over an 8-10-year period, with 300+ homes, of social and private tenure, approximately 70% social, 15% for Low Cost Home Ownership and 15% for private ownership.




The Staneyhill site had a number of challenging aspects, the most significant of which was its steeply sloping topography. The route for a future public transport corridor was the primary structuring element of the masterplan. Iglu worked closely with the design team to identify the route and to ensure the design created a series of spaces informed by building frontage, landscape treatment, sustainable drainage, key views, gateways into and transitions between housing areas along the route.
Utilising the site’s topography as an asset has led to the creation of four distinct character areas which reflect the views of stakeholders and the local community whilst meeting the objectives of a successful and sustainable development plan for the area.
The phasing and delivery of the Masterplan was in two stages. Iglu were involved in the first stage which developed the masterplan and set out a Coding Framework that established key development parameters for the second stage. This framework was adopted by SIC as supplementary planning guidance in 2018.
